Why independent research
Many problems are widely recognised long before their causes are clearly understood.
The Signal Board looks beyond general opinion and surface symptoms. We examine specific experiences, compare them across cases and, where possible, consider the policies, processes, incentives and constraints behind them.
That creates a stronger basis for deciding what — if anything — should change.
Our approach
Evidence before conclusions.
We design research to test assumptions rather than reinforce them. Findings are reported as clearly as the evidence allows, including where the answer is uncertain, mixed, or different from what was expected.
Independence
The Signal Board undertakes both self-initiated and commissioned research.
Our research questions, methods and reporting are designed to preserve the integrity of the evidence. Where a study is funded or commissioned by another organisation, that relationship will be disclosed where appropriate.
