Start with what people actually encounter. We gather specific experiences rather than relying only on general opinion.

Look across responses and cases to see what repeats, where friction occurs and which issues appear systemic.

Examine whether the apparent cause is the real one. Where possible, compare user experience with policy, process and institutional practice.

Work backwards from the problem to understand what is driving it and where practical change may be possible.
